Lunch was provided by the City of Bonner Springs showcasing signature dishes from their local restaurants.
The meeting was called to order by Mayor Breneman at approximately 11:45 a.m.
Approval of Minutes
The minutes of the January 16, 2002 meeting were unanimously approved by a motion from Mayor Pickell and second by Bob Milan.
Request to Use 501C3 for KCK Convention & Visitor’s Bureau for Grant Application
Cindy Cash reported that the Kansas City, Kansas Convention and Visitor’s Bureau (CVB) applied for a community foundation grant for the Heritage Festival that will be held at the end of July at the Wyandotte County Fair. Due to the timing of the application deadline and the next meeting of the WCEDC, the CVB submitted the application and was going to request use of the 501C3 after the fact. However, they were not awarded the grant, so the request is not needed at this time.
Mayor Breneman stated that there should be a procedure to automatically grant associations and official organizations use of the 501C3 status when applying for grants. After discussion, Mayor Pickell made a motion to approve use of the Wyandotte Development Corporation’s 501C3 status for associations and official organizations that are affiliated with the WCEDC or relate to county economic development. Mr. Milan seconded the motion and it was unanimously approved.
Citizens Planning Committee Report
A. Outcome of Best of Wyandotte Event – Jackie Hampton, Chair of the Citizens Planning Committee (CPC), reported on the outcome of the Best of Wyandotte Event held on April 10, 2002, at the Woodlands Horse Track Banquet Facility. She introduced Ronn Cobb, the incoming chair for the Citizens Planning Committee. She stated that there were approximately 400 people in attendance. There were many positive comments made about the event. Mayor Breneman thanked the committee for all their hard work in planning this excellent event.
Report on HUB/Home Page Advisory Council
Teresa Garrison, Chair of the HUB/Home Page Advisory Council, made an internet presentation on the WCEDC’s homepage. In addition to providing information about WCEDC, the site provides links to home pages for the City of Edwardsville, Unified Government, KCK Chamber, Wyandotte Development, Inc., the Board of Public Utilities, the KCK Public Library and the City of Bonner Springs.
The web site has been in existence for four years, and is a central distribution center for organizations in Wyandotte County. The KU Medical Center has hosted the web site for free since its inception.
The HUB data base has been replaced by KC Metrolink, Community Connection, which is a metropolitan area community organization database developed in cooperation with the Kansas City Kansas Public Library, Wyandotte County Communication Hub and the Kansas City Metropolitan Library and Information Network. If organizations are interested in including information in the Community Connection, please contact Adonna Thompson at the West Branch Library, and she will coordinate and provide training. All records can be edited and kept up to date by each organization.
There is also a calendar of events on the Community Connection. Information can be sent to Ms. Thompson at athomp@kckpl.lib.ks.us.
Mr. Powell provided an overview of the updated BPU home page.
Treasurer’s Report
Commissioner Cooley was not available for the meeting, but provided a written treasurer’s report for the Wyandot Development Corporation. A cash report, check register, revenue and expenditure report for the New Century Partnership fund and a breakdown of the three funds that are included in the corporation account were provided for the board’s review and consideration for approval. The account balance as of March 31, 2002 was $106,430.71. The treasurer’s report was unanimously approved by a motion from Mr. Milan and second by Mayor Pickell.

Host Report: Overview of the City of Bonner Springs
Mayor Breneman stated that Bonner Springs is opening its petals and starting to bloom. He said that we anticipate a lot of residential growth for Bonner Springs, which will have an impact on the school system and utilities, but other city services will accommodate growth. Our public safety departments are very busy due to events and attractions within our city limits. The City is planning a water expansion in the Water Department, which could double the amount of daily production. We are currently working to create an additional interconnect with BPU in the north part of the city. The Wal-Mart Super Center is scheduled to open in December. Surrounding communities are growing, which will impact our market area. He stated that he is pleased where Bonner Springs has come and is excited about where we are going in the next 3-5 years. The Mayor introduced different groups that he had invited to the meeting: Sandy Swedo, Downtown Bonner, Inc; Helen Oelschlaeger, Business and Professional Women; Jeff Harrington, President of the Bonner Springs-Edwardsville Chamber of Commerce and City Councilmember and Hank Chamberlain, Bonner Springs Improvement Association.
Jim Thompson, WDI, provided a report on economic development activity in the county.

B. Next Meeting Date – Wednesday, July 17, 2002, hosted by the Unified Government.
