Anyone using State Funds must purchase from the Kansas Blind or Severely Disabled Catalog when the requested item is listed in the catalog. The catalog is updated every January. When purchasing from the Kansas Blind or Severely Disabled Catalog, there is no contract number listed on the requisition. Grant funds are exempt.

"The catalog is published in compliance with K.S.A. 75-3317 through 75-3322, "The Kansas Use Law." When a State agency or Unified School District has need to purchase products such as those listed in the publication, it is a violation of Kansas law to purchase from any source other than the catalog. The Kansas Director of Purchases has found the items in the catalog to be consistent with "The Kansas Use Law" and has therefore designated them for mandatory purchase. The intent of "The Kansas Use Law" is to help provide employment for Kansans who are blind or severely disabled. Purchase of products and services from these exceptional Kansans helps them be a productive force contributing to the economy of our State."

The Prison Made Goods Act Mandatory Provision K.S.A. 75-5276 Sec. 9(a)
"All State agencies shall purchase from the secretary all articles or products required by such agencies that are produced by inmates and no such article or product shall be purchased by any State agency from any other source unless excepted from the provisions of this section, by law or in accordance with K.S.A. 75-5277 as amended."
