Policies and Procedures Governing Traffic and Parking on the Roads, Streets, Driveways and Parking Facilities at The University of Kansas Medical Center. Effective July 1, 2008
The general policies and procedures for vehicle parking at the University of Kansas Medical Center were developed to provide as equitable an assignment of parking privileges as possible, and a maximum use of all parking areas consistent with the best interests of the entire population at the Medical Center, including employees, students, patients and visitors.

1.0. The University of Kansas, through the Board of Regents and its administrative officers, may, by State law, establish parking policies and procedures.
Any motorized vehicle operated on the property of the University of Kansas is subject to all policies governing parking at the institution.
The Chancellor of the University of Kansas or his designated representative is empowered to create, modify, or preempt parking in controlled areas of the campus. The operation of a motor vehicle or bicycle on the Kansas University Medical Center property is a privilege granted by the University and is not an inherent right of any faculty/staff member, student or visitor. The following regulations are intended to facilitate the work of the faculty, staff and visitors through control of the parking and movement of motor vehicles while on campus.
Permit holders at the Kansas University Medical Center may have similar parking privileges on the Lawrence campus as indicated by the type of permit displayed on their vehicle.
To be valid, a permit must be clearly visible and displayed on the vehicle in the prescribed manner. Any student, faculty or staff member, or other person with University business who wishes to regularly park a motor vehicle on property owned or controlled by the University must purchase a University parking permit. The purchase of a permit does not guarantee a parking space. Lack of space is not considered a valid excuse for violation of a regulation. Vehicles must be parked in a designated space. The fact that one vehicle is parked in such a manner as to occupy more than one parking space is not an acceptable excuse for another operator to do the same.
2.0 The University maintains various types of parking facilities to meet the needs of faculty, staff, employees and students. These include color zone permit lots, metered parking spaces, and facilities controlled by gates. A parking permit does not imply or guarantee a specific parking space or lot at any particular time, and parking privileges may be modified or preempted by the authority of the Chancellor of the University. The University assumes no responsibility for security of vehicles or their contents, while moving or parked in the areas subject to University jurisdiction. Lots may be slippery when wet or hazardous during adverse winter weather. Caution should be executed.
EMPLOYEES AND STUDENTS (WITHOUT GARAGE CARDS) ARE PROHIBITED FROM PARKING IN ANY PATIENT/VISITOR RESERVED AREAS.2.1 Application for Parking: Parking privileges at the University of Kansas, Kansas City campus, are determined as follows:
Each motor vehicle operated or parked on University property by any student, faculty member, staff member, must display a valid Kansas University Medical Center parking permit or a valid garage card.
The Parking Services Department reserves the right to alter or revoke permit assignments as the needs of the individual or the University community change. Falsification of any information for the purpose of obtaining a parking permit or repeated violations of rules and regulations may result in the forfeiture of all parking permits, and parking fees paid.
The Emeritus Retirement Parking Pass is available only to qualified retirees from the University. Verification of University affiliation must be presented prior to the retirement date. The Emeritus Retirement Parking pass is valid in Blue, Red, and yellow parking zones. This pass is not valid in the parking garages. The Emeritus Retirement pass is not intended for daily use, but only as courtesy parking for medical center related business. An employee returning back to the medical center, after a period of retirement, no longer qualifies for the Emeritus pass. The employee must return the Emeritus Pass back to the Parking Service Office upon re-employment. Employment status is considered as full or part-time status.
2.2 Parking permits: Parking assignees shall, upon payment of the scheduled fee, receive a parking permit sticker. This permit shall be valid only when permanently attached to the vehicle registered with Parking Services, in the manner specified on the sticker or as otherwise authorized by Parking Services. It is not transferable to any other vehicle without authorization from Parking Services. A parking permit entitles the assignee to park only in color zones or lots designated by the permit, as well as other lots as follows:

Surface lot permit holders are prohibited from parking in Olathe and Cambridge Garage Facilities 24 hours a day/7 days a week. The only exception is identified under 3.1 of this brochure. Employees must provide the doctor's name, along with the date and time of the clinic visit, for confirmation purposes.
The Bluff Garage Parking Permit Device
This permit is valid in the Bluff parking garage only. Regular blue zones, red zones, yellow zones, or any other parking permits, or passes are restricted from parking in the Bluff Garage.
2.3 Medical Parking: Faculty, staff, or students who require parking privileges because of health problems should bring a signed statement form from their attending physician to the parking office. This statement should include a time frame of their physical limitations. This is a short-term temporary parking pass that allows parking in the Red Zones for up to four (4) months only.
Individual Medical Recovery Parking Pass
The parking fee for the temporary Individual Medical Recovery Pass for employees and student’s is the pro-rated difference between the yellow and red zone parking fees. If the employee or students do not have a yellow permit, the fee for the medical permit is the pro-rated price of the red zone parking permit. Official State disabled applications for disabled parking exceeding four (4) months are available in the Parking Services Office.
2.4 Disabled Parking: Restricted twenty-four hours a day. Specific parking stalls are reserved in some lots for the physically disabled and are marked by signs. Parking is by special permit available only for disabled persons. When a motor vehicle which bears a special license plate or identification card issued by the Director of Motor Vehicles pursuant to a KSA 8-1,125 or KSA 8-161 is being operated by, or used for transportation of a disabled person, such a motor vehicle may park in any space which is clearly marked as being reserved for the use of the disabled. When a disabled person or a person responsible for the transportation of a disabled person is properly displaying the above mentioned license plate or identification card, said vehicle shall be exempt from any parking meter fees or toll charge. Employees, students, and faculty must register disability vehicle information with the Parking Service Office. This includes license plate and hangtag information. As part of vehicle registration, all employees, students and faculty shall register their vehicle's disability information in person with the Parking Services Office.
2.5 Motorcycle Parking Permit: These permits authorize use of space specifically designated for motorcycles only in lot areas set aside and marked for motorcycle parking. Motorcycles are not allowed in the parking
garages or non-designated surface lots.
2.6 Sold, Traded, or Totaled Vehicle Replacement permits: Prior to selling or trading a vehicle, all University of Kansas parking stickers shall be removed. Persons who have purchased a parking permit for a vehicle shall receive a permit for a replacement vehicle if identifiable remains of the original permit are presented to Parking Services. Persons unable to comply with this requirement shall be subject to a replacement fee.
2.7 Lost or Stolen Permits/Replacement Costs: The University is not responsible for lost permits. Replacement permits can only be secured by purchasing a new permit at full fee. Stolen permits can be replaced by submitting a police report of theft and a replacement fee of $2.00. A stolen permit is defined as one illegally removed from a vehicle. There is a replacement fee of $2.00 for all color zone permits (blue, red, yellow), a $5.20 replacement fee for Car Pool, Multiple Car Hangers, Garage Cards, Emergency Medical Hangers, and all Temporary Hanger. There is a $26.00 replacement fee for the and the Reserved Area Device, and a $29.00 replacement fee for the Bluff Garage. All hanging passes are subject to a replacement fee.
2.8 Mutilated Permit: Display of mutilated permits, department passes or ER hangers is a violation (Sec. 4.3). Replacement charge is $2.00.
2.9 Carpool Permit: Each vehicle in a Carpool shall be issued a permit identifying the vehicle as a Carpool. One validation hanger card shall be issued to the Carpool members. This hanger shall be displayed by suspending it from the rear view mirror of the vehicle in use. The fee for the purchase of a Carpool permit is discounted at 50% from the cost of a color zone permit plus an additional charge per vehicle. If the Carpool hanger is not available on a given day, contact the Parking Services Office.
2.10 Multiple Car Permit: A person desiring parking permits for two vehicles registered to the same person must apply for multiple car permits. The fee charged for the multiple car permit shall be the cost of one permit plus an additional charge per vehicle. One validation hanger card shall be displayed by suspending it from the rear view mirror of the vehicle in use. Only one vehicle is permitted on campus at a time. One or both vehicles are subject to tow if not in compliance with policy.
2.11 Temporary Permit: Temporary permits are available to family members of patients and visitors that have been admitted to the hospital upon verification of their medical status. The permits may be issued for the yellow zone, depending upon the availability of space. Temporary permits are available to employees and students for a short term duration of four months or less. Temporary status must be verified prior to issuance of parking pass. The parking pass may be issued for the yellow zones, depending upon the availability of space.
2.12 Emergency Medical Permit (Emergency Call Back): Issued to medical departments who have on-call status for patient care needs after normal working hours. Pass is not valid during regular 8:00a.m. to 5:00p.m. hours. These permits are valid in these areas as follows: 1) Blue Zone, Red Zone, Yellow Zone, and 2) Parking Facilities. This pass is valid only after 5 p.m.
2.13 Courtesy permits: Courtesy parking will be authorized on a limited basis by Parking Services. A courtesy permit may be obtained if a permit holder needs to use a vehicle that is not registered with Parking Services for more than two weeks. A short term courtesy (up to a week) can be authorized by calling Parking Services each day that the service is needed. If a "No Permit" citation is received after calling Parking Services, it will be canceled by returning the citation to the Parking Services within 10 days of the citation date. Courtesy parking may be denied at the discretion of Parking Services.
Bluff Garage parkers (Forgotten parking permit devices) – A temporary parking device is available to Bluff Garage parkers if the issued parking device is “forgotten” for the day for a $28.00 replacement fee. Full reimbursement will be issued upon return of the lost device. The device is available in the Parking Service Office. When driving an alternate vehicle, Courtesy Call-in information can be sent directly to the Parking Service Office via of the Parking Services website at http://www.kumc.edu/parking.
2.14 Departmental Pass: Issued to department heads. Valid in loading zones and restricted areas for 20 minutes. Not valid in disabled areas and fire lanes. Hospital and KUPI Departments located at off campus locations (ie. satellite clinics) may purchase a Departmental Pass valid for the top level of the Olathe Garage for $646.00 a year, per department which includes 3 hanging rotating passes and 3 garage cards. Any additional passes may be purchased at $54.00 per pass, limited to space availability.
2.15 Volunteer Permits:Hospital volunteers can be issued a parking pass through the Department of Volunteer Services. The pass is valid in the Parking Facilites and renewable on and annual basis.
3.0 Patient/Visitor Parking: Patients and visitors to the University of Kansas Medical Center, Kansas City campus are requested to park in the parking facility located on Cambridge Street directly across from KU Hospital or the patient/visitor section of the Olathe Parking Facility. Disabled spaces are available in the facility. Use of the disabled spaces are restricted to vehicles displaying state disabled identification. Visitors shall be responsible for violations.
3.1 The University’s Outpatient Validation Program - Outpatient parking is available in the parking facilities at a reduced rate. A ticket validation is required from the clinic visited to receive the reduced rate. The validation must be stamped directly on the ticket. Validations stapled or taped on a parking ticket is not acceptable. It is the responsibility of each department to secure their validation stamp to prevent misuse or abuse of the University Validation Program. Employees and students are restricted from parking in the parking facilities; and, do not qualify for the reduced parking rate. The exception would be if a bona-fide outpatient appointment exists.
Employees and students must exit the parking facility immediately following the clinic appointment. Only bona-fide outpatients being treated in our clinics are eligible for a reduced parking rate for the time they are being seen in the clinic. No one should have his or her parking ticket validated; unless, he or she has an appointment on the day of his or her visit to the clinic. To reduce the misuse and abuse of the University’s Validation Program, the validation stamp should be secured at all times. In addition, a taped or stapled validation to the ticket is not an acceptable validation. The validation must be stamped directly on the ticket and must reflect the full signature of the department’s designees. Violators abusing the University’s Validation Program are subject to fines and administrative sanctions.
Billing Validation Stamps are available to departments engaged in special University functions. Parking fees associated with the use of the billing validation stamps are charged to each respective department.
3.2 Inpatients whose vehicles will remain in the garage during their hospital stay can receive a reduced rate of $2.00 per day by using an Inpatient Parking Authorization card. A dismissed patient may get one of these cards at the Admitting desk, in the Hospital lobby. When this card is presented to the garage attendant, the maximum charge will be $2.00 per day with the original validated ticket.
3.3 Service companies who are called to repair or service equipment or provide some other service must purchase a service permit. Permit is valid in Red and Yellow zones.
3.3A Construction Pass: Parking will be permitted in areas designated by Parking Services based on available space. Contractor personnel must register their vehicles with the Parking Service Office. Registered vehicles may park at no cost in the lots North of campus (Booth Street parking lot). The Contractor may purchase a permit at $15.00/month for on-campus parking in areas designated by Parking Services. On-campus permits are only to be used for vehicles requiring close proximity to the project site. The Contractor shall not allow any employee or sub-contractor to park in existing drives and/or parking lot areas, except for temporary loading and unloading. Vehicles parked in non-designated areas will be ticketed. The University of Kansas Medical Center reserves the right to impound any vehicle parking in a manner dangerous to vehicular or pedestrian traffic, or otherwise in violation of the Medical Center's parking policies and procedures. The Contractor responsible shall be billed for costs involved in removing, impounding, and storing such vehicles. 3.4 Library visitors (non-employee) without K.U. permits can use the metered area located east of Dykes Library on 39th Street. K.U. permit holders may use this area on library visits during non-working hours. Employees have access to library meters after 5pm and weekends.
3.5 Hospital Emergency Room parking: Parking adjacent to the Emergency Room is limited. Only persons being treated in the Emergency Room are allowed to park in this area. The Emergency Room staff will provide a permit which must be displayed from the rear view mirror. After three hours, the vehicle must be moved to the parking facility located on Cambridge Street, directly across from KU Hospital. Parking is available twenty-four hours a day.
3.6 Traffic Regulations: The speed limit on campus streets is 20 miles per hour, 10 miles per hour in parking lots unless posted otherwise.
3.7 Meter parking: Metered parking is restricted to patient and visitor use and is enforced from 7:00 a.m. until 5:00 p.m. Monday through Friday. These meters are enforced throughout the day with the possibility of issuance of multiple tickets. Meter areas can be used by others on holidays or any other time when the clinic areas of the hospital are closed. No vehicle, regardless of permit, may park free of charge at any meter during the enforcement hours.
3.8 Loading zone: Certain areas of the campus are designated as loading zones and are identified by signs. Use of a loading area requires departmental pass or notification to Parking Services. Loading areas are restricted twenty-four hours a day, every day of the year.
3.9 Clergy Permit: Issued to members of the clergy with either authorization from the Chaplain's office or with proper identification presented to the Patient Relations office. Permits are valid in all color zones and garages.
3.10 Classification of Lots: Signs are posted at the entrance of each parking area giving the designation, hours during which the area is controlled, and if the area is color coded. Parking is restricted to vehicles with permits which authorize parking in that area, or in metered areas where the meter fee has been paid. Vehicles shall be parked within a marked stall, not extending over a marked division indication when parking bumpers are not present. Color permit holders are not permitted to use metered areas except off-duty personnel at the library or as posted. All color zone surface lots are available to employees after 5:00pm Monday through Friday. Surface lots are also available on weekends and all State holidays.
3.11 Classification of Parking Permits: Subject to modification,the parking permit classifications and parking privileges are shown for the Kansas City campus only. All zones are posted by signs showing color codes.
3.12 Restricted areas: Restricted areas are restricted 24 hours a day, seven days a week. Restricted Parking areas are as follows: All loading zones, all specially signed non-color zone parking areas, all roadways and all disabled and all patient parking areas.
3.13 Head in Parking: When parking in the garage, you must park heading into the stall. Do not back into the stall when parking.
3.14 No Ticket on Vehicle: If you park illegally, but do not find a ticket on your vehicle, do not assume that you were not ticketed or that you were allowed to park where you parked. Tickets can become detached from windshields and may also be mailed to violators. You are responsible for any ticket registered to your permit or vehicle.
3.15 Bicycles: Any person operating a bicycle shall observe all signs and control signals applicable to motor vehicles. Bicycles shall be parked in or immediately adjacent to the bicycle racks provided. They shall not be parked on lawns, sidewalks, chained to trees, light poles, fences, benches, etc. Bicycles that are considered to be abandoned will be removed by cutting the locking device, if necessary.
4.0 Responsibility for Offenses: The persons in whose name a motorized vehicle is titled shall be responsible for all violations identified to the vehicle.
4.1 City violations: City of Kansas City, Kansas and Kansas City, Missouri ordinances cover specified standing or parking violations on city streets within and around the University of Kansas Medical Center. These ordinances are enforced by the respective cities and are in addition to any University rules and regulations.
4.2 Overparking in area or space regulated by a University parking meter: Fine: $15.00. Over 24 hours: $20.00
4.3 Group I University Violations. Fine: $25.00
Group I violation fee shall be cancelled if the violation is corrected within seven days of the date of the violation. The correction shall be verified by Parking Services.

4.6 Group IV University Violations. Fine $75.00.
24) Excessive violator: Vehicle impounded or towed.4.7 Group V University Violations Fine $150.00.
25) Illegally parked in space designated for the disabled.
5.0 Payment of fines. Violation fees are payable at the fine boxes located at all metered parking areas except lots 44 and 145, or at the Parking Services office either in person, or by mail. Make checks payable to the University of Kansas. Payments of violations must be received within 10 days after the day on which the violation was dated. A fee of $30.00 is attached to each check returned due to insufficient funds.
5.1 Late payment of fines: Late payment occurs if the fine is not received or postmarked by the tenth calendar day after issuance of the violation notice. Late payment of violation fees shall result in the levy of an additional $5.00 penalty for each violation. Individuals with unpaid fines shall be sent a notice 30 days after the date on which the violation notice was issued.
Note: Late payment of violation of 4.5A (Illegally parked in a space designated for the disabled) shall result in the levy of an additional $25.00 penalty for this violation.
5.2 At renewal time, any permit holder with unpaid violation fees shall lose their parking privileges until all fees are paid or an agreement is signed to make monthly payments until all fines are paid.
5.3 Excessive unpaid violations: Excessive violations exist whenever five or more citation notices have been posted to the record of the person in whose name a motorized vehicle is titled and the fines have not been paid or appealed. Parking any vehicle on campus property after having five or more unpaid violation notices is in violation of these regulations. The vehicle is subject to impoundment and removal from the campus or immobilization. This immobilization action refers to five (5) citations per individual, not per each vehicle. An accumulation of five citations issued to one individual with multiple vehicles is cause for the immobilization of the vehicle registered to the individual. In addition, the Parking Services Department may revoke the privileges of operating a vehicle on the University campus.
5.4 Towing and Impoundment of Vehicles:
a) Vehicles repeatedly found on campus without a valid University parking permit will be towed. Removal shall be made irrespective of the knowledge that said vehicle belongs to or is operated by a person or persons eligible for University parking permit privileges.Vehicles may be towed from campus at any time if they interfere with the efficient operation of the traffic and parking at the University of Kansas Medical Center. Group III and IV University violations subject a vehicle to removal from the campus and impoundment, or immobilization. Violations are posted to the record of the person in whose name a motorized vehicle is titled or in the name of the person who has registered the vehicle with Parking Services. Any motor vehicle which has broken down on University property must be reported immediately to the Kansas University Medical Center Parking Services Department. Major repairs to vehicles on University property are prohibited. All charges for towing and/or storage are the responsibility of the individual.
Vehicles subject to and pending tow will be issued a tow warning. You must contact the Parking Office within 48 hours or the date of the notice affixed to your vehicle. If contact is not made within forty-eight (48) hours, your vehicle will be towed and impounded when sighted on campus.
5.5 : Collection Procedures
If an employee owes fines amounting to $25.00 or more and such fines are past due 60 days, Parking Services shall begin collection action as established by the State of Kansas, the Board of Regents and the University of Kansas Medical Center. An administrative service fee of 25% to 35% of the amount owed will also be assessed for all collection activities. If an employee continues to receive citations during the collection process, all new citations will be included in the collection cycle ten (10) days after the issuance of each additional citation.
6.0 Appeal Procedure: To dispute a parking citation, a written appeal must be submitted to the Parking Services office within ten (10) days of receiving the citation or online at www.kumc.edu/parking.
Parking appeals will not be accepted after ten (10) days without payment of the citation. A Parking Appeals Committee composed of faculty, staff, and students will adjudicate written appeals. The Full Parking Committee will not accept appeals for the following reasons:
If the appeal is denied by the Parking Appeals Committee, the appellant may request a review by the full Parking Committee. If the violation notice is denied by the Committee, the applicable fee must be paid on the 10th calendar day following the decision of the Committee. Appeal decisions by the Full Parking Committee are final.

The replacement fee for a lost Bluff Parking Garage parking device is $30.00. The full replacement fee is refundable upon the returned of the lost device.
If you forgot your garage card, Red or Yellow zone parking lots are alternatives.
YOU CANNOT PARK IN ANY BLUE PARKING LOTS. This applies
to all card holders. The cost to replace an Olathe or Cambridge card is $5.00. The
cost to replace a lost Bluff card is $30.00. If the lost card is located and returned, a
refund is issued.
K.U.M.C. students considered full time (Note: 7 hours or more enrolled hours per semester) shall receive a 25% discount off the annual Yellow Permit price. Students must show proof of enrollment from Student Records and Registration.
The permit fees shall be prorated each month during the fiscal year by the following amounts:

Note: Carpool permit is discounted at 50% from the cost of an annual surface parking permit.
Note: Penalty for late renewal after 10 days - $16.00 on top of the permit price. An additional fee of $16.00 is applied to the monthly garage renewal for late renewal. Monthly cards must be renewed prior to the last day of each month to avoid the accumulation of late fees. The late fee will occur after the 3rd of each month. Parking garage cards are non-transferable.
Note: Visitors temporary pass - This pass is issued to the family member(s) of inpatients only. The visitor(s) must submit proof of inpatient status when requesting the pass. The cost of the pass is $2.00 a week.

Note: No employee or student may be permitted to own, simultaneously, both a garage and surface parking permit. Any valid surface parking permit holder will be required to relinquish such surface permit or garage card immediately.
7.1 Parking Meter Rates: Meter shall be 50 cents per hour.
7.2 Refunds: A full refund, less $5.00, of fees paid for issued permits shall be made only if a request for a refund is made at the Parking Services office within 7 days of the fee payment period. A prorated refund shall be made after 7 days from the date of payment, based on the monthly schedule in Section 7.0. The refund after 7 days will be the original fee paid less $5.00, less the prorated monthly rate for each month the permit has been used. A refund will be paid only upon presentation of the permit.
7.3 Statutory Authorization
Kansas Statutes Annotated (K.S.A.) Sections 74-3209 through 74-3216 authorize the Board of Regents to promulgate regulations for the control of parking and traffic on the University of Kansas Medical Center of Kansas City and Wichita campus and to establish misuse fees for violations of theregulations. Kansas Administrative Regulations, Chapter 88, Article 4 provides for regulations, governing traffic and parking on the roads, streets, driveways, and parking facilities at the state colleges and universities. The state budget does not provide funds for support of Parking Services and must, therefore, be self supporting.

During operational hours, the bus will load and unload at each stop approximantely every 20 minutes. Drivers make every effort to operate on schedule; however, slight variations may occur.
Shuttle Service is not available weekends and holidays.

The shuttle is for the benefit of students, faculty, staff, andguests of the university. All persons wishing to use the service may do so, and no individual fares will be charged to any passenger.
