Change of Sponsor

Moving from one exchange visitor program sponsor to another while maintaining J-1 status does not require any action involving the USCIS. Providing that the transfer occurs prior to the end date on the current DS2019, the sponsor institutions arrange for the transfer electronically via the federal database, SEVIS. Once the current sponsor has released the SEVIS data file, the new sponsor is able to issue a new DS2019.

Changing to KUMC from Another Institution

The KUMC host department submits a completed Request for DS2019 with supporting documents to the Office of International Programs. The exchange visitor is required to submit a completed Section 212(e) Certification and verification of health insurance. Additional information regarding the Exchange Visitor’s past and proposed program objective may also be requested. The KUMC office of International Programs will evaluate and document that the exchange visitor’s program participation and program objectives remain consistent.

When it has been determined that all of the requirements have been met, the Office of International Programs will contact a Responsible Officer (RO) from the visitor's current host institution. If the current institution concurs, the RO will release the visitor's SEVIS file to KUMC. If the visitor has dependents, their SEVIS files will also be released. Transfer will occur on the date specified by the current RO. KUMC will then update the files and issue DS2019s for the visitor and any dependents. The visitor will be notified to collect the new documents upon check in with the Office of International Programs.

Changing from KUMC to Another Institution

Exchange visitors who are currently sponsored by KUMC and who wish to transfer to another program are expected to discuss their desire to transfer and obtain consent from their current program sponsor with an agreed upon separation date. The exchange visitor should ask the department to notify the Office of International programs of the separation using the Early Termination Notice form. Visitors who fail to observe this professional courtesy may be denied a transfer of program.

Visitors must follow the new institution's instructions for issuance of a DS2019. The RO of the receiving institution must contact the RO at KUMC directly to request release of the visitor's SEVIS file. If all requirements have been met and if the current KUMC department concurs, the RO at KUMC will specify the transfer date and prepare the date file for transfer. At that time, the new host will be able to issue a new DS2019. The visitor is expected to participate at KUMC until the date specified in the release, at which time s/he should report to the new institution.
