Service Centers and Recharge Centers Compliance Policy & Procedures Overview

The University of Kansas Medical Center must comply with the US Office of Management and Budget (OMB) Circular A-21, Cost Principles for Educational Institution.  Circular A-21 establishes principles for determining costs applicable to research and development operation, training, and other sponsored work performed under grants, contracts and other agreements with the Federal Government by the colleges and universities.  Section J.47 of Circular A-21, pertains to service center and recharge center  regulations and is the bases for the Service Center and Recharge Center Compliance.  http://www.whitehouse.gov/omb/circulars/a021/a21_2004.html

The Service Center and Recharge Center Compliance consist of policy, processes, procedures and forms that ALL designated Service Centers and Recharge Centers must adhere to.  Any structured fee that is charged to a University of Kansas Medical Center (KUMC) department/unit (including sponsored activity) or an external  users by another KUMC department is designed as a service center or recharge center.  No service center or recharge center fee shall be instituted or increased without procedural approval.

A Service Center is an operating unit that exists principally to provide internal services and/or goods/products for a structured fee to the KUMC departments/community and receives more than $10,000.00 in annual revenue and recovers more than $10,000 in operating expenses or the unit's primary customers are sponsored projects or external users.

A Recharge Center is an operating unit that exists principally to provide internal services and/or goods/products for a structured fee to the KUMC departments/community and receives less than $10,000.00 in annual revenue and recovers less than $10,000 in operating expenses unless the unit's primary customers are sponsored projects or external users.

Deans, directors, or department chairs should propose the creation of a service center or recharge center and the fee structure.  The benefits of a proposed service or recharge center must be weighed against the benefits of obtaining similar services/goods/products from commercial or other University of Kansas Medical Center sources. To establish a service center or recharge center a Restricted Fee Fund (RFF)/Speedtype Account Application form must be completed along with other applicable forms.
